The National Quality Council commissioned Miles Morgan to develop an equity impact assessment tool that would assist NQC Secretariat staff and members of NQC Action Groups to anticipate the impact of NQC policies and products on particular groups.
According to the National Quality Council Equity Statement:
The NQC recognises that its policies, products and services have the potential to differentially affect various social and cultural groups. All policies, practices, products and services of the NQC will be assessed to eliminate or minimise any adverse impacts on different learners or potential learners, (and that)
The NQC recognises the power of vocational education and training policies and practices to produce and maintain social equity. The NQC will support policies and practices, which support this objective. It will also challenge policies and practices - within its mandate - that privilege certain groups of students and exclude others.
Miles Morgan developed an assessment tool Secretariat staff are able to use to screen, investigate and/or carry out ongoing monitoring of the potential impacts of NQC proposals and policies on members of equity groups. This assessment tool was developed as a response to an earlier project on Integrating equity into NQC policies and practices.
